I had the same problem about 3 months ago which was solved by blue host service. They really accept PayPal payments. Take a look at the address below:

There are a couple around that take paypal echeques…but the issue is usually having to wait until the cheque clears before you get access to the hosting.

Go Daddy takes PayPal and several other forms of payment. They will also allow you to set up a prepaid cash balance account directly with them.

Not sure if those are even updated as I haven’t checked lately. InMotion is good, but expensive depending on the package you want. I use none of those you listed.

1) All paid hosting services allow you to make your site with whatever editor editor you wish to use. Personally, I’ve used DW and do not recommend it. It does a lot, but knowing how to code your own pages is a lot more important than having expensive software do a bad job of it for you. There are many applications you will find hard to implement using DW unless you code in Code Source view.

2.) You will be the moderator of your site if you own the domain name and pay for hosting. As long as you abide by the Terms of Service, you should have no problems.

3) Whether “fans” register on your site depends on how you set it up. This will require server-side scripting language and database. All supplied by the hosting services. Look thoroughly through the site management’s cPanel. You can set up an email newsletter, allow others to have their own email address and access email on your web mail service. Again, this depends on the package you purchase which includes number of email addresses allowed, bandwidth per month allowed, storage requirements, etc..

4) Same as 3. You are the one to set this up for your site. How, depends on what you want…forum, live chat, etc..

5) Music is allowed to be played, but you can only host the music that you have copyrights to. Otherwise, it must be your own music. Explicit permission must be shown on the page from the original owner of music in some way to meet copyright requirements. RCIAA and ASCAP are very serious about this.
